Winter 2025–2026 is shaping up to be critical for civilian populations in Ukraine.
Russian strikes are now targeting not only energy infrastructure—power plants and transmission lines—but also the entire energy supply chain.
Since late 2024 and throughout 2025, attacks on energy infrastructure have intensified sharply: more than 80% of the territory has experienced power outages lasting up to 16 hours a day. In several regions—Sumy, Kharkiv, Donetsk, Chernihiv, Kherson, Zaporizhzhia—infrastructure is particularly fragile.
Today, more than 63,000 Ukrainian energy facilities have been damaged by massive strikes and targeted attacks. Damage and losses suffered by Ukraine’s energy sector have exceeded $56 billion, according to an estimate by the KSE Institute as of May 2024.
Energy has become a weapon of war. But we can act now.
Our call:
Stand With Ukraine and Électriciens Sans Frontières, an international solidarity organization active in Ukraine since 2022, are joining forces to support the Ukrainian people in the face of the consequences of Russian aggression. To help the civilian population get through the winter under minimal safety conditions, we are launching— in coordination with the Ukrainian authorities— a campaign to send electric generators and emergency energy equipment to essential public buildings: hospitals, maternity wards, schools, shelters, town halls, and community buildings.
In coordination with the Embassy of Ukraine in France and local authorities closest to the needs on the ground, we invite you to join this campaign and contribute to the purchase of a generator—new or second-hand— for an identified Ukrainian municipality.
We take full responsibility for the purchase, transport, customs clearance, delivery to the beneficiary municipality, and follow-up of commissioning.
Beyond material aid, this operation provides genuine human and moral support and also helps create a direct link with the supported municipality: exchanges of letters or videos, video conferences with elected officials and residents, and—if you wish—organization of an on-site visit to see the concrete impact of your support.
To date, 10 French cities are participating.
